CHAPLAINCY COMMITTEE POLICY
1.1 Vision:
To facilitate and enhance Chaplain services in the South African National Defense Force,
the South African Police Service and the Department of Correctional Services.
1.2 Appointments:
Members of the AFM Chaplaincy Committee are appointed during the election year by the
National Leadership Forum (NLF).
1.3 Scope:
The scope of this committee includes: Ministry in the South African National Defense
Force (SANDF), South African Police Service (SAPS), and the Department of Correctional
Services (DCS).
1.4 Terms of reference:
The terms of reference are the church’s ministry in the above three forces.
1.5 Functions:

- Drafting and updating of Church-State Agreements.
- The Chaplaincy Committee recommends chaplains and liaison chaplain officers to be appointed by the NLF for the SANDF, DCS & SAPS. (That will be in accordance with the Church Constitution and the relevant Church-State Agreement.
- Consideration of reports from the Security Services Christian Advisory Board (SSCAB).
- Approving of reports to the NLF concerning the ministries mentioned above.
- The Chaplains Committee will ascribe to the policies as determined by the relevant entities.

1.6 Definitions:
1.6.1 Chaplain:
An ordained pastor of the Apostolic Faith Mission of South Africa (AFM) who is
seconded to the South African National Defense Force (SANDF) or the South African
Police Service (SAPS) or the Department of Correctional Services (DCS), by the AFM
for purposes of spiritual ministry.
1.6.2 Chaplaincy Committee (CC)
A Standing Committee appointed by National Leadership Forum of the AFM in terms of
Section 6.1 of the constitution of the AFM.
1.6.3 General Business Meeting (GBM)
The biannual meeting of delegates from the congregations and Departments of the AFM
which considers constitutional matters and elects the National Office Bearers of the
AFM.
1.6.4 Liaison Chaplain Officers
Chaplains who are recommended by the CC and appointed by the NLF to co-ordinate
and enhance the work of AFM chaplains and to liaise with the Head of Spiritual
Services/Chaplain General in the SANDF, SAPS and DCS.
